HISTORIAN AND STRATEGICS PLANNING IN SOCIAL AND COMMUNITY DEVELOPMENT OF CONTEMPORARY VENEZUELA

The paper under consideration was written in answer to the general proposal to incorporate the historian as a protagonist figure in the role of fundamental planner, above all in strategic areas within the functioning of the new development of community membership taking place at the present time in the different localities, municipalities, settlements and regions of contemporary Venezuela. Among the objectives achieved during the research were the following: a) to project the figure of the historian as an analyst, social promoter and manager of the policies of community-membership; b) to encourage the participation and professional role of the historian as investigator and analyst in the processes of an educational, cultural, human and historical nature that settlements, communities and regions have followed throughout time which lead to the benefit of community improvement and progress; c) to rescue the figure and the Nobel academic and professional mission of the historian in the context of the new Venezuelan social development. By virtue of the fact that the subject matter is part of the framework of the Social Sciences with direct application in the historical context, as well as in the sociological and educational ones, the technical – methodological process was handled from a heuristic holistic approach with valid guide lines and instruments. These were personified in the analysis of cases, censes of diagnosis, forms, seminaries and surveys focused around community-membership settings in the Municipality of San Diego in Carabobo State.
