Abstract

The research presentedis based on promoting development and good use of information technology and communications for the benefit of the community, providing a set of strategies for improving the performance of the State Police Carabobo. Main objective is proposed educational software design that allows officials from the Carabobo State Police to perform better effectively using the computer and ICT. Work is framed in a projective character based on a field investigation. As population is considered the intervention of 20 staff. It employs the Instructional Design model of Dick and Carey for the formulation of plans and strategies Instructional. Educational resource is constructed to reduce the digital divide and improve performance in the use of ICT in the Police officials Carabobo State, taking into account the methodology of Alvaro Galvis. It defines the structures and contents, activities are created properly articulated with Instructional plan, including materials and activities for self-assessment and metacognitive monitoring learning progress. You get a user-friendly software, didactic, with the application of appropriate technologies that encourage ownership of the technologies by officials of the police, thus promoting better performance and thus benefit the entire community of Carabobo at which serving police officers permanently
