DILEMAS DE LAS POLÍTICAS PÚBLICAS EN EDUCACIÓN INCLUSIVA: UNA MIRADA A NIVEL INTERNACIONAL, NACIONAL Y LOCAL

The educational process, in addition to knowledge, implies other essential aspects that add quality to this process and that have to do with the educational administration. This fact is based on the peculiarities, needs, characteristics and the context of the Educational Institutions (EI) of the students who access the educational system, including those with diverse abilities. This requires that, from public policies, school models are thought of aimed at optimizing educational processes and offering quality education. The purpose of this article is to describe the quality of the educational service offered to students with Special Educational Needs (NEE), in order to envision the level of coherence or incoherence that exists between public policy and the actions carried out by the State. It is framed in a work of review, of a descriptive nature, of documents that include topics ranging from education as a universal right, the regulatory framework of education in Colombia and its structure, educational quality from public policy to the current situation of inclusive education at the global, national and local levels.
