The purpose of this research was to develop a new theory that allows promoting the knowledge of the Organic Law for the Protection of Children and Adolescents (LOPNNA), in the Venezuela legal-social context, in which teachers are involved parents and representatives. To carry out the research, the qualitative methodology was considered, the descriptive paradigm, the research line was Management and Education and the method of the theory based on this, the most adequate to achieve the purpose of the objectives, the technique used It was the interview. Among the results obtained, it were found that training the teacher and the family institution through the Educational Management, about the LOPNNA and through a short-term instruction process, applied in a systematic way would be a great advance for the legal interpretation of this legal instrument. This will provide the family and educational institution the opportunity to be authors of the change of a new paradigm in the performance of their roles and thus comply with an inescapable constitutional principle
