In the present report of course the strategic lineaments for the implementation of a Plan of Emergencies and Contingencies for the company Cemex Venezuela occur, company in transition Movable Plant Railroad, Sub. Aggregate commission, with the purpose of to create the procedure written in whom picks up the different situations from emergencies which they can occur and where the activities settle down to follow in each case. The boarding that was realised in the present report detachhed in 5 chapters, in which the taken steps are described to get to establish the procedures to follow before an adverse event. One worked under a methodologic frame that describes the work like a feasible project of descriptive type, supported in a work of field, in which present risks settled down and the possible emergencies were considered that could be presented/displayed in Movable Planta Railroad, Sub. Aggregate commission. As technical of data collection it was used the observation and the survey, which were applied to all the workers of Planta, in order to obtain data that allowed to elaborate a Plan of Emergencies for the referred organization. For the analysis of the data, statistical techniques of the type were applied scales nominal, that is to say, percentage, to determine the level of the variables. Finally, one came to the elaboration from the Plan from Emergencies and Contingencies, that is the written document in which the lineaments settle down, instructive and procedures to follow in case of a situation that generates an emergency.
