Abstract

Hunger continues to be a scourge in the world, it became more evident during the pandemic, and it is increased by extreme weather events with economic and social impacts. Food as a human right and sociocultural phenomenon is related to poverty, hunger, health and climate change. Food security and sovereignty (SSA), sometimes treated as synonymous, become evident in public policies that need to be complementary in a world of inequity and environmental injustices. Despite having macro indicators, proposed by international entities, these show little of the local events, it is necessary to build and apply indicators to advance in operational areas in accordance with territorial realities. Thinking about SSA indicators invites us to share some theses on the subject. First, conceptual agreements on SSA, among other concepts, such as: self-management, autonomy, hunger, malnutrition and eating habits. In addition, it is necessary to understand the complexity of the SSA, and to know the weight of the actors in the equation to achieve it. In this, the emancipation of the human being, reduce poverty, generate autonomy and freedom of choice with environmental rationality. Indicators need to be sensitive, to help define the right paths and allow actions to be evaluated. After delving into international experiences and documents, the SSA indicators were thought of in four priority dimensions: Availability, Access, Use/culture, and Stability.
